This is a writ petition filed by the petitioners under Article 32 of the Constitution.

The petition refers to a number of reliefs. Learned counsel for the petitioners submits that the petitioners will be pressing reliefs relating to validity of circulars dated 23.03.2017 and 20.03.2021.
