Functioning of Delhi HC, lower Courts suspended till April 4, Period of Suspension to be treated as closure of Court under Limitation Act

Urgent matters will be heard by the High Court Judges through video conferencing.

Mar 23, 2020, 2:40 PM IST: In view of the lockdown in the city to contain the spread of Novel Coronavirus, COVID-19, the Delhi High Court has decided to suspend its functioning till April 4.

All sub-ordinate courts in the city shall also remain closed till April 4.

This period of suspension shall be treated as closure of court under Section 4 of the Limitation Act.

Urgent matters before the High Court may be mentioned before the Registrar concerned over a phone call. If allowed, the matter will be heard by the Judges through video conferencing.

All courtrooms and other parts of the court complex, including chamber blocks, as well as the subordinate court complexes, shall be remain closed except those which are required to be opened in connection with the directions issued by the Court.

As far as the lower courts are concerned, the respective District & Sessions Judges have been directed to prepare a special roster of Judical Officers to deal with remand in fresh matters.

For fresh matters of extreme urgency, the one Administrative Officer (Judical) will be nominated in each District who can be contacted telephonically by the advocates.

Since March 16, the High Court had been functioning on a restricted basis, hearing only urgent matters.

Earlier today, the Bar Council of Delhi had written to the Delhi High Court, urging it to consider a total shutdown till March 31.
